Fed: Embassy trying to get more Austs out of Lebanon = 2

Mr DOWNER says Israel's attack on Qana was a terrible tragedy .. but Hizbollah guerrillas
often use civilians .. and UN outposts .. as human shields.

He says the Israelis can detect Hizbollah rockets being fired from within civilian
communities .. and immediately strike at those locations.

He says a United Nations resolution on a peacekeeping force for southern Lebanon is
probably still a fortnight or more away .. and the prospect of a ceasefire in the near
future appears slim.
